COMMITTEE FOR PUBLIC COUNSEL SERVICES Must be billed on-line at https://vbill.publiccounsel.net/ if you are given a message to send it in while billing then you send that specific one with: the waiver, invoice, copy of return of service on letterhead and “CPCS” generated invoice signed. Original summons with proof of service goes directly to the plaintiff
