Effective October 1, 2026, the Essex County Sheriff’s Department will transition to electronic delivery of legal correspondence for individuals housed at the Essex County Jail and House of Correction. As of that date, the Department will no longer accept hard-copy legal mail from attorneys for delivery to incarcerated individuals.

All legal correspondence must be sent through the LIAM Legal electronic mail system as of October 1. LIAM Legal is a free, secure service designed to protect the confidentiality of attorney-client correspondence. Messages are protected with industry-leading encryption, and attorneys receive proof of delivery. Electronic delivery also allows legal correspondence to reach incarcerated individuals more quickly.

Individuals in Department custody can access their legal correspondence through the LIAM Legal kiosk located within the facility and will be notified by staff of the pending documents needing to be printed and received by the attorney’s client.

This change is part of the Department’s ongoing efforts to strengthen facility security and reduce the introduction of contraband through the mail while maintaining incarcerated individuals’ access to important correspondence.
